Nikolay Gennadievich Bochkarev (b. 1947) discovered x-ray radiation of nebulae formed by the stellar wind and initiated an observational program for the mapping of active galactic nuclei. He founded an International Astronomical Society incorporating the Commonwealth of Independent States.
