Named in memory of Fernandus Payne (1881–1977), dean of the graduate school and head of the department of zoology at Indiana University from 1927 to 1947 and dean of the college of arts and sciences from 1942 to 1947. His support played an important role in expanding the department of astronomy and the establishment of a graduate program leading to the Ph.D. degree. President of the American Society of Zoologists in 1931, Payne was chairman of the Association of American Universities’ Committee on Classification for 18 years. Following his formal retirement in 1951, he served for a year as assistant director for biological and medical sciences of the newly-established National Science Foundation and actively continued his research for two more decades.
