Igor' Mikhajlovich Makarov (b. 1927) is known for his research on nonlinear and adaptive systems, artificial intelligence and the choice and acceptance of decisions. He was chief scientific secretary of the Russian Academy of Sciences during 1988-1996. The name was suggested by the Institute of Applied Astronomy.
