Aleksandr Vasil'evich Filipenko (b. 1950), a civil engineer at Khanty-Mansijsk in Siberia, is the chairman of a charitable fund for the memory of Prince Menshikov (1673-1729), Russian statesman and military leader during reign of Peter the Great.
